Deck resurfacing options

The deck is the part of a pool project neighbors see, and the options range from a coating over existing concrete to a full new surface.

  • Overlays. A new layer over an existing concrete deck. Cost guides list plain overlays at the low end and decorative finishes higher.
  • Acrylic spray and knockdown finishes. Textured coatings applied over sound concrete.
  • Cool-deck coatings. Coatings homeowners often ask for around pools, usually about $4–$6 per square foot.
  • Travertine and pavers. Natural stone or pavers set over the deck area, either as a new surface or over existing concrete where the contractor finds it suitable.
  • Repairs and upkeep. Crack repair, sealing and attention to drainage so water moves away from the pool and house.

Orlando weather and deck choices

Orlando averages 109.9 days a year at or above 90 °F, and 51.45 inches of rain a year, with 15.0 days a year bringing 1 inch or more (NOAA 1991–2020 normals, Orlando International Airport). Those numbers explain why homeowners ask about surface heat and drainage when they compare deck options. June is the wettest month at 8.05 inches, and November is the driest at 1.79 inches, which some homeowners consider when scheduling outdoor work.

A deck with standing water or cracks is worth having inspected before choosing a coating. Cracks that run into the pool shell are a different job, covered on the remodeling and crack repair page.

Orange County deck permit rules

Orange County's own "Do I need a permit?" page is direct about decks: "anytime you are pouring concrete or placing pavers, a permit is required. Pavers require a Zoning permit only." In other words, a new concrete deck needs a permit, and a paver deck needs a zoning permit. The page does not address a coating over an existing deck. For new pools, Orange County also says a wood deck or platform for pool entrance needs a separate permit and sealed plans, and the City of Orlando's new-pool checklist requires decks to be impervious unless they are wooden and elevated at least 6 inches from bare ground.

Permit rules for resurfacing vary by city and county, and no Orange, Seminole or Lake county source we found states the residential rule in writing. Orange County has treated pool resurfacing as a pool renovation, and it requires a permit for new concrete or paver decks (pavers need a zoning permit). The licensed contractor confirms and pulls any permit required.

HOA and architectural review

Florida's HOA statute, §720.3035, limits an association's architectural review to what its declaration states or reasonably implies, and it says an association may not require a building permit to be issued before it reviews plans. Interior pool finish changes are often not visible from the street, but decks, pavers, coping and screen enclosures often are. Check your declaration and get ARC approval where it applies, ideally before you sign a contract.

Who does deck work

Florida's pool specialty rule (Rule 61G4-15.032) includes a voluntary Decking specialty for "concrete flatwork, pavers and bricks, retaining walls, and footings… associated with the construction of pools". Whether a coating-only job on an existing deck needs a chapter 489 license is unresolved in our research, so ask each contractor what license covers the deck work they are quoting.

In Florida, pool resurfacing is licensed pool contracting. All three state pool/spa license classes (commercial, residential, and swimming pool/spa servicing) list "interior finishes" or "interior refinishing" in their scope (Fla. Stat. §489.105(3)(j)–(l)), and the servicing class also covers draining a pool for repair or renovation. A servicing contractor may not modify the concrete shell (CILB declaratory statement DS 2009-064), so structural changes need a residential or commercial pool contractor. Plaster, tile and deck crews may hold voluntary pool specialty licenses (Rule 61G4-15.032), but they must work under contract to a licensed pool contractor.

Ask for the contractor's state license number (it must appear in their ads and contracts, §489.119(5)(b)) and check it on MyFloridaLicense.com. A county business tax receipt is not a license.

Pool deck questions

Does a pool deck need a permit in Orange County?

Orange County's "Do I need a permit?" page says that anytime you are pouring concrete or placing pavers, a permit is required, and that pavers require a zoning permit only. It does not address a coating over an existing deck. Rules differ in each city and county, so the contractor confirms and pulls any permit required for your address.

What is the right pool deck resurfacing material?

There is no single right answer. Overlays and acrylic coatings refresh an existing concrete deck at the lower end of the price range. Cool-deck coatings are about $4–$6 per square foot. Travertine or pavers cost more, about $12–$30 per square foot installed, and replace the visible surface entirely. Compare written quotes for the options that fit your deck's condition and budget.

How much does pool deck resurfacing cost?

National cost guides put pool deck resurfacing at about $3–$12 per square foot, or roughly $1,500–$10,800 for a 500–900 square foot deck. Cool-deck coatings run about $4–$6 per square foot, and travertine or paver decks about $12–$30 installed. These are typical national ranges from HomeGuide, HomeAdvisor, Angi and Fixr, labeled as estimates, not quotes.

Do I need HOA approval to redo my pool deck?

Often, if your community has an architectural review committee. Florida's HOA statute (§720.3035) limits review to what the declaration states, and an association may not require a building permit as a prerequisite for review. Decks and pavers are often visible from neighboring lots or common areas. Check your declaration and get ARC approval where it applies.

Can the deck be redone at the same time as a pool resurface?

Many homeowners ask for both together, and contractors can quote the deck and the interior as separate lines so you can see each cost. Keep in mind that the license rules differ: interior finishes are pool-license work, while whether a coating-only deck job needs a contractor license is unresolved in our research. Ask each contractor which license covers each part.
