From Lake Apopka citrus town to 2000s pool homes

Winter Garden was established in 1903 and became a city in 1908, growing on citrus and vegetable farms on the muck soils of Lake Apopka's south shore. Its downtown joined the National Register in 1996, and the West Orange Trail replaced the Plant Street rail line in 1994.

Most of today's homes came much later. ACS 2024 5-year figures:

  • Population: 47,872
  • Median year built: 2004
  • Built 2000 or later: 65.3% of housing units, including 39.3% in the 2000s alone
  • Built 1970–1999: 23.8%
  • Tenure: 65.7% of 15,980 occupied homes are owner-occupied
  • Units in structure: 68.9% single-family detached

Homes from the 2000s are now about 16 to 26 years old, so many owners are looking at their pool's original finish for the first time. Next door, Horizon West (a Census-designated place of 67,416 with a 2014 median year built) holds an even younger group of pools.

A first resurface: like-for-like or upgrade?

A first resurface is often the point where owners decide whether to repeat the original white plaster or move to quartz or pebble aggregate. Homeowners often call pebble finishes by brand names; contractors can show samples of each. If the deck is tired too, pool deck resurfacing can be quoted at the same visit.

Signs that bring owners to compare quotes include rough or etched plaster, stains and loose tile; our guide to signs a pool needs resurfacing covers them.

Typical cost ranges

ItemTypical range
Typical resurfacing project$6,000–$15,000 (about 1,000 sq ft of surface)
White plaster / marcite$6–$8 per sq ft
Quartz finish$7–$10 per sq ft
Pebble aggregate finish$7–$15 per sq ft
Pool deck resurfacing$3–$12 per sq ft

These are typical national ranges from HomeGuide (2026), HomeAdvisor (2026), Angi (2026) and Fixr, estimates, not quotes. See the pool resurfacing cost guide for more.

Permits, water and the license check

Inside city limits, the City of Winter Garden runs its own Building division, and the City supplies water from six deep Floridan Aquifer wells.

Permit rules for resurfacing vary by city and county, and no Orange, Seminole or Lake county source we found states the residential rule in writing. Orange County has treated pool resurfacing as a pool renovation, and it requires a permit for new concrete or paver decks (pavers need a zoning permit). The licensed contractor confirms and pulls any permit required.

If the job is permitted, the inspector may check pool safety features. Ask your contractor.

In Florida, pool resurfacing is licensed pool contracting. Ask for the contractor's state license number (it must appear in their ads and contracts, §489.119(5)(b)) and check it on MyFloridaLicense.com. A county business tax receipt is not a license.

Winter Garden pool resurfacing questions

My Winter Garden pool is from the 2000s. What finish options will quotes cover?

Most quotes compare white plaster or marcite, quartz and pebble aggregate. As typical national ranges, plaster runs about $6–$8 per sq ft, quartz $7–$10 and pebble $7–$15, with premium brand-name pebble at $10–$20. These are estimates, not quotes. The contractor prices your pool after measuring it and checking the current surface.

Does my HOA need to approve a pool resurface?

It depends on your declaration. Florida law limits architectural review to what the declaration states. A new interior finish is often not visible from the street, but a new deck coating, pavers or coping often is. Check your declaration and get ARC approval where it applies before the contractor schedules the work.

When is a good time of year to drain and resurface?

Rain is the main scheduling factor. NOAA 1991–2020 normals for Orlando International Airport show June through September bringing about 57% of the year's 51.45 inches, with June the wettest month at 8.05 inches. Many owners plan the drained-pool part of the job for the drier months and ask the contractor about groundwater before draining.
