Local cross-check: one directory’s Orlando estimate
Angi puts Orlando resurfacing at about $6,100–$15,200, with an average of about $11,150 (2026). That sits close to the national range above. No Orlando contractor publishes resurfacing prices, so the figures above are a starting point for comparing written quotes, not a price list.
Refill water: the OUC example
A resurface means draining and refilling the pool, and in the City of Orlando the refill shows up on your OUC bill. OUC’s residential volume charge rises in tiers per 1,000 gallons: $0.90 for the first 3,000, $1.40 for the next 4,000, $2.50 for the next 12,000, $8.50 for the next 11,000 and $16.25 above 30,000. A 20,000-gallon refill adds roughly $47–$84 in OUC water volume charges depending on the rest of that month’s use, before sewer charges (OUC rate schedule effective Oct 1, 2026). The low end is the refill billed alone; the high end assumes about 5,000 gallons of household use in the same cycle. City of Orlando sewer charges are billed separately, so ask the utility how a pool fill is billed.

Pool resurfacing cost estimator
Estimated range: $6,175 – $8,225
Uses the typical national ranges in the table above, plus draining ($175–$225) whenever a finish is included. Refill water, permits and repairs are not included. This is a rough estimate, not a quote. Only a contractor’s written quote sets a price.
What moves the price
- Surface area and shape. Finish is priced by the square foot, so a larger pool, a spa, steps and benches all add area.
- Finish type. White plaster is the lowest-cost finish, quartz costs more, and pebble aggregate costs the most in the typical ranges.
- Prep work. Some jobs chip out the old surface; others apply a bond coat over it. The prep method changes labor and should be named on the quote.
- Tile and coping. Replacing waterline tile ($20–$50 per sq ft) or coping ($30–$80 per linear ft) at the same time adds to the total.
- Deck work. Coatings run $3–$12 per sq ft; travertine or pavers $12–$30 per sq ft installed.
- Draining and discharge. Orange County’s rules call for chlorine of 0.01 mg/L or less and pH 6.5 to 8.0 before discharge to a lawn, and water from a neglected pool must be pumped out by a sanitary service, which costs more.
- Repairs found along the way. Cracks, leaks or shell work change the scope. Structural changes need a residential or commercial pool contractor.
- Drain cover. A resurface is a natural time to ask about replacing an old main drain cover with one that meets the federal Virginia Graeme Baker Act standard.

What a written quote should itemize
- The finish product, brand line and color, and the square footage it covers
- Prep method (chip-out or bond coat) and any bond coat product
- Tile and coping: material, linear feet and what is being removed
- The drain and refill plan, including how the water is tested and discharged under Orange County rules
- Start-up: who handles start-up and water balancing on the new finish, and for how long
- Permit: whether one is required for your address and who pulls it
- The contractor’s state license number, which must appear on contracts (§489.119(5)(b))
Permit rules for resurfacing vary by city and county, and no Orange, Seminole or Lake county source we found states the residential rule in writing. Orange County has treated pool resurfacing as a pool renovation, and it requires a permit for new concrete or paver decks (pavers need a zoning permit). The licensed contractor confirms and pulls any permit required. Check any license number on MyFloridaLicense.com. A county business tax receipt is not a license.
Pool resurfacing cost questions
How much does pool resurfacing cost in Orlando?
Typical national ranges put a resurfacing project at about $6,000–$15,000 for roughly 1,000 square feet of surface. One directory’s Orlando estimate, from Angi (2026), is about $6,100–$15,200 with an average near $11,150. No Orlando contractor publishes resurfacing prices, so the only firm number is a written quote for your pool.
Why is pebble more expensive than plaster?
Pebble aggregate finishes run about $7–$15 per square foot in typical national ranges, and premium brand-name pebble about $10–$20, compared with $6–$8 for white plaster or marcite. Quartz sits between them at $7–$10. Ask each contractor to name the exact finish product and color on the quote so you are comparing the same material.
How much does it cost to drain and refill a pool in Orlando?
Draining typically runs about $175–$225. For City of Orlando water, a 20,000-gallon refill adds roughly $47–$84 in OUC water volume charges depending on the rest of that month’s use, before sewer charges, under the OUC rate schedule effective Oct. 1, 2026. Ask whether your quote includes draining, the discharge plan and any water hauling.
Is an acid wash cheaper than resurfacing?
Yes. An acid wash typically costs about $300–$700 for most in-ground pools, far below a new finish. It cleans the existing surface rather than replacing it. Orange County warns that muriatic acid used to etch a pool interior lowers pH quickly, so the rinse water has to be neutralized before any discharge. A contractor can say whether your finish is a candidate.
Does homeowners insurance pay for pool resurfacing?
We cannot say what any policy covers. Ask your insurer what your policy covers, especially if the damage followed a specific event such as a storm. For the quote itself, ask the contractor to itemize the work so you have a clear record of the finish, tile, coping, drain plan and any repairs, whoever ends up paying for them.
